LDP's Digital Advanced Finance Caucus Holds Study Session with Executives from Prediction Markets Polymarket and Kalshi

Understanding the Current State of Major Overseas Markets and Promoting Legal Clarification

On the 20th, the 'Digital Advanced Finance Caucus' of the Liberal Democratic Party, composed of several members of the party, held a study session inviting executives from U.S. prediction markets Polymarket and Kalshi to discuss prediction markets.

The session reportedly focused on the suitability of prediction markets in Japan and current challenges. From Polymarket, CLO Neil Kumar participated, while Kalshi was represented by Head of International Chan Park and VP of Business Development Max Crowley.

In his opening remarks, Taro Aso, the chairman of the Digital Advanced Finance Caucus and a member of the House of Representatives, mentioned, "The presence of prediction markets is significantly increasing in the U.S. financial market."

Furthermore, when expanding prediction markets in Japan, there are numerous legal challenges, such as alignment with domestic laws and regulations. Therefore, the caucus plans to first understand the current state of major overseas markets and then clarify legal issues.

Two Prediction Market Companies Maintain Strong Interest in Entering Japan

After the workshop, Representative Taira addressed the media, reiterating that "the challenge lies in how to adapt prediction markets, which are becoming prominent in the U.S., to existing regulations in Japan."

In Japan, there are concerns about the high hurdles for developing prediction markets related to election forecasts and sports outcomes due to potential conflicts with gambling laws and sports promotion lotteries. Despite these challenges, questions were raised about the continued interest in entering the Japanese market, to which both Polymarket and Kalshi affirmed their unwavering enthusiasm.

Furthermore, Representative Taira expressed optimism, stating that prediction markets "will evolve into a new model showcasing diverse developments." He emphasized the need for ongoing discussions with relevant authorities, including the National Police Agency, the Ministry of Justice, and the Financial Services Agency, to verify the financial functions and safety, and to clarify the relationship with legal regulations and address any issues.

He also indicated that the Financial Services Agency might become the overseeing body for prediction markets.

Additionally, Sota Watanabe, CEO of Startale Group, who participated in the workshop, told Iolite, "I felt a high level of interest as many questions were raised by various experts. Since prediction markets are truly trending in the U.S., Japan must also pursue this as a cutting-edge financial use case."

According to insiders, a second workshop on prediction markets is scheduled for mid-November. The second session will involve discussions with Japanese companies that have shown interest in entering the prediction market and are already considering entry.
