U.S. Lawmakers Move to Codify Trump's Bitcoin Reserve Order, Making Reversal Difficult Even After Presidential Changes

An Attempt at Permanence

On June 3, Republican Representative Tim Burchett submitted Bill HR3798 to codify President Trump's executive order concerning strategic Bitcoin (BTC) reserves. According to BitcoinLaws, if this bill passes both houses and becomes law, the executive order will gain legal binding force. Codification would make it challenging for future presidents to unilaterally withdraw the executive order, requiring either congressional approval or a judicial decision for policy changes. Representative Burchett stated, 'Having passed the One Big Beautiful Bill in May to commence the implementation of President Trump's policies, it is now time to codify the executive order...'
