MSCI (Morgan Stanley Capital International), a global provider of equity indices, began discussions this month on a new proposal to define companies with minimal operational substance and reliant on asset holdings as 'non-operational companies', excluding them from the eligibility criteria of its Global Investable Market Indexes (GIMI).
