Miller Whitehouse-Levine, CEO of the Solana Policy Institute, told The Block that he sees only about a 10% chance of the Clarity Act being enacted before the November U.S. midterm elections. The bill aims to clarify the regulatory jurisdiction between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) concerning cryptocurrency. Despite over a year of discussions, he noted that the current recess in August has left the Senate unable to proceed.
