Singapore Central Bank Publishes Amendment Proposal for Stablecoin Regulation

Seeking Public Opinion on Stablecoin Regulation

The Monetary Authority of Singapore (MAS, the central bank) on the first day published an amendment to the Payment Services Act 2019 to implement a regulatory framework for stablecoins. The amendment aims to establish rules for business licensing, stability of stablecoin values, and user protection. Initially, comments on the draft amendment will be collected until October 16, 2026.
